If the pressure is low, you should be able to fill it, but engine has to be running with A/C selected. You can try swapping the fuel pump relay with another to see if that'll bring it to life, otherwise you should take a measurement of the relay load pin (pin that feeds the fuel pump) when the relay is on. If you see 12V there, your issue is between the relay ...I just had to pull the one out of my 03. Mine is the 2.7 (Tuscani) and it was not easy. I have done several swaps in different vehicles and this one took me 5 days working 3-4 hours a night. You have to pull half the motor apart to get it out. When i rev the engine, thats when the pulsing starts. if i put it in gear and apply brakes to get the rpms to around 1k and i then put it in neutral, and let off brakes, (basically bringing the load and rpms down to 1k, it then idles fine.)Official Bodykit Thread - 03-06 Tiburon.
